Bill to include constituency projects in annual budget fails to pass second reading 

A bill for an act to provide for constituency and other special projects in the annual budget of the Federation has failed to pass the second reading in the Senate.  

The bill which seemed to have received popular support among the senators could not sail through.

 

After over an hour of heated debates for and against, the passage of the bill was thrown to voice votes.

 

Those for the bill shouted ‘Hi’ loudly, while those against echoed ‘Nay’ overwhelmingly. “The Nay has it”, Senate President, Godswill Akpabio said. 

The senators argued that the passage of the bill will restrict the Senate to the Act when they already have the sole power to appropriate funds.

Others were of the opinion that the bill may be perceived in a bad light thereby instigating rivalry between the Legislative and Executive arms of government.

Some lawmakers maintained that the bill was needful to specify what is appropriated to the lawmakers for their constituencies projects.

However, the Senators voted to halt the passage of the bill.
